 The Community Justice Services agency will conduct a universal assessment of all nonviolent adult offenders using a validated risk assessment instrument to inform setting risk based conditions of pretrial release, to determine eligibility for pre-charging and post-charging diversion, and provide risk based alternatives to incarceration at sentencing addressing substance abuse risks and needs.
The program will verify interview information, effectively monitor compliance, sequentially review of release/detention eligibility, provide proactive court reminders, provide graduated sanctions and incentives to promote successful substance abuse and mental health treatment and measure performance.
The program will be designed to promote public safety, reduce jail populations, reduce prosecution and incarceration costs, reduce recidivism and improve the welfare of participant’s families by meeting the comprehensive needs of participants.

To promote and facilitate the implementation of effective criminal justice policies and practices that maximize justice and the safety of the public
